Kelly D. Summerford defies simple description. He is a former Harrisburg City Councilman, a 47-year Screen Actors Guild member with major Hollywood film credits, a computer programmer who spent twelve years managing labor union systems, an arts management professional, a nonprofit leader, a Living History Interpreter, a magazine publisher, a film company founder, and the fifteen-year director of the Martin Luther King Jr. Performing Artists Showcase. He studied at the Art Institute of Pittsburgh, earned certificates in arts management, living history interpretation, and nonprofit board development. He served as Eddie Murphy's stand-in and body double. He presented at the Harriet Tubman Underground Railroad Museum. He has served on the Harrisburg Civil Service Commission for Police and Fire, the board of Historic Harrisburg, and the U.S. Federal Courthouse Art in Architecture Panel. Kelly Summerford is Harrisburg's most multidimensional civic voice, and he is bringing every dimension of that record to the work of the Pennsylvania Democratic Black Caucus.

He Has Served on Both Sides of Government As a Harrisburg City Councilman, Kelly sat inside government making decisions. Sustained the Martin Luther King Jr. Performing Artists Showcase for fifteen consecutive years, building one of the most significant annual cultural tributes to Dr. King's legacy in Central Pennsylvania and providing a platform for Black performing artists across the Harrisburg region.
Hollywood Career Rooted in Black Cultural Storytelling
A 47-year SAG career with credits on films including Philadelphia, Rocky V, Meteor Man, and Fallen, and service on the SAG Awards nominating committee. His film career is not separate from his community work. It is an extension of his lifelong commitment to Black artistic visibility and representation on the national stage.
12 Years of Labor Union Technology Leadership
Managed the Pennsylvania AFL-CIO's per capita dues system as a computer programmer for twelve years, ensuring that the financial infrastructure supporting Pennsylvania's labor union movement was accurate, accountable, and operationally sound. That is technical expertise in service of collective power.
Child and Adolescent System Liaison, Penn State
Eleven years linking the CASSP Institute to Penn State University's Department of Psychology, ensuring that Pennsylvania's child and adolescent mental health service system had access to academic research and institutional knowledge. That work served the state's most vulnerable young people.
Harrisburg City Council Representation
Served four years on Harrisburg City Council, bringing the perspective of a working artist, technologist, and community organizer to municipal governance and policy decisions affecting the residents of Pennsylvania's capital city.
Cultural Preservation and Living History
Served as a Living History Interpreter and presented at the Harriet Tubman Underground Railroad Museum in Cambridge, Maryland. Served as consultant for the Pennsylvania Council on the Arts' Division of Preserving Diverse Cultures. Kelly does not just participate in Black history. He interprets it, preserves it, and presents it to new audiences.
